RESOLVED, THAT THE FOLLOWING SUPPLEMENT OR SUPERSEDE THE PARKER BROTHERS’ RULES:To begin, a Contestant shall shuffle and deal all cards to determine the distribution of territories. Contestants shall each roll a die to determine the sequence of play. The Contestant with the highest die number (after tie breakers) pays first and other play in clockwise sequence.
- Contestants shall count the initial Deployment of all armies before the first Contestant begins play, Thereafter, Contestants shall ensure in advance that each Deployment is available for open verification by one or more fellow Competitors.
- The attacking Contestant (Attacker) initiates each engagement by a “rolling of the dice”. If the Attacker rolls all ones, the defending Contestant (Defender) is not require to roll the dice; the Attacker has lost the maximum armies permitted. The Defender may not roll before the Attacker, An Attacker who rolls more dice than permitted must roll again while the Defender optionally may roll again. A Defender who rolls more dice than permitted loses the roll. Defenders roll the maximum dice permitted unless they announce their intention to roll fewer dice in advance of the Attackers roll.
- At the end of a turn, each Contestant my make a free move. If qualified, the Contestant may then take a card. The Contestant shall then indicate the end of the turn by passing the dice to the next Contestant. Any out of sequence step shall result in the forfeiture of any previous steps.
- When an exchanged match includes one or more wild cards, the Contestant may place two armies for each exchanged wild card on any of their occupied territories.
- Competitors shall not Kibbutz. Competitors may solicit public or private advise from fellow Competitors.
- The Tournament shall consist of three Preliminary Rounds and one Championship Round. The order of finish for each Preliminary Round shall determine the allocation of Points and Rankings.
- The Tournament seeding shall be determined by highest cumulative Points, then by the lowest cumulative Rank, then by lowest Preliminary Round Rank. The Championship Round Contestants shall include the Tournaments top six seeds. The roll of a die shall beak ties within the top six seeds. The top seeded Contestant selects seat position any army color. Then in sequence the remaining Championship Round Contestants select army color and take their seats in clockwise fashion from the top seeded Contestant, who shall play first. The sixth seeded Contestant shall deal all cards.
- Should the above criteria prevent the determination of the top six Tournament seeds , the Contestants involved in the tie may agree to a random tie breaker. Without such agreement, those involved in the tie shall play a six person (where possible) Elimination Round with the next consecutive highest seeded Competitors who have been eliminated from the Championship Round. Among those involved in the tie, highest placement in the elimination Round shall determine advancement to the Championship Round.
- Upon the request of any Competitor, the Rules Committee shall clarify rules and/or hear alleged violations. Penalties for substantiated violations, may include censure, the deduction of or more Points or other appropriate action., Rules Committee members shall be excluded from considering any infarction in which they may be personally involved.

Kibbutz | Engaging in inappropriate, unsolicited activity, verbal or non-verbal, public or private, concerning any tournament Round, by a non-Contestant. Inappropriate activity, whether intentional or not, involves the potential to influence the play of one or more Contestants or the outcome of a Round, in whole or in part. |
Points | Preliminary Round winners receive Points equal to the number of Contestants plus one. Non-Willing Contestants receive Points equal to the winners Points minus finishing position. For example, in a table of five players, the winner receives 5 + 1 = 6 Points, Second place receives 6 – 2 = 4 Points, third place receives 6-3 = 3 points, and so on. Last place finishers always receive 1 Point. |
Rankings | Preliminary Round Contestants receive Rankings corresponding to their fishing positions. First place receives a Rank of 1, second place receives a Rank of 2, and so on. Last place finishers always receive a Rank equal to the number of Contestants. |
